Verify at INVITE

Call Verify the calling number from the switch or SBC at INVITE. Do this before the phone rings.
Send the calling number as from and the called number as to. Both must be E.164 with a leading +.
You may also send assertion if the switch received a compact JWS in a SIP header. CallerAPI checks it with the stored announcements. Do not put a publish token in a SIP header. The publish token is only for Announce a call.
Verify is free. When the verdict is verified, the telco receives 1 credit. The response then includes rewarded_credits.
On 503, let the call through.
Falcon does this verify for you when a CallerAPI key is set. Set FALCON_BCID=false to turn it off.
